Guidelines for Victoria
Restrictions in Victoria will ease from 11:59pm Thursday 6 June 2021.
There will be no restrictions on when or why you leave your home, so you can ride your bike outside for as long as you like.
If you live in Melbourne you will need to stay within 25 kilometres of your home and not travel into regional Victoria. Masks also need to be worn whenever you are outside. If riding at a high intensity you may momentarily slip your mask down.
If you live in regional Victoria you cannot enter metropolitan Melbourne. You must carry a mask and wear it if you cannot maintain 1.5 metres of physical distancing or go indoors.
Travel exemptions apply for work or education, necessary goods or services, care and compassion or to get a COVID-19 vaccine.
Group rides of up to 10 people are allowed in Melbourne and up to 20 people in regional Victoria.

A further point of clarification on mask wearing. I rechecked the maze of the Vic COVID website and strenuous exercise exemption on wearing still applies:
Lawful excuses or exceptions for not wearing a face mask
A face mask is not required to be worn in some circumstances including for:
Persons who are engaged in any strenuous physical exercise such as running, jogging, swimming or cycling.
Masks must be carried at all times and worn when not exercising strenuously, and restaurants and cafes, when you are not eating or drinking.
